What does it mean when a guy calls you his girlfriend?

Ultimately, for guys at least, calling someone a girlfriend is a step toward commitment. Plenty of guys hang out with women consistently, are physically intimate, say they care/have feelings, but then turn around and say I dont want to have a girlfriend. Theres a heavy connotation with the word.
