The short answer is yes, you can get around the Isle of Wight without a car. However, I would say its a lot easier if you stay in the East Wight (Ryde, Sandown, Shanklin), or possibly in Newport. In the car, you can get anywhere from Newport in about half an hour but on the bus it will be longer.
